HOUSE BILL 4465, SENATE BILLS 373 & 620
PUBLIC
ACTS 110-112 of 2005
TOPIC: Prohibit Computer-Assisted Shooting (a.k.a. Internet
Hunting)
SPONSOR: Representative Steil,
Senators McManus & Patterson
Analysis Done:
POSITION
The Department supports these bills.
PROBLEM/BACKGROUND
Recent
news stories have reported a new enterprise in development to offer shooting of
live animals via the Internet. The
participant would be able to direct a computer operated firearm to shoot at an
animal that the participant views on a computer monitor from anywhere in the
world.
DESCRIPTION OF BILLS
Tie-barred
House Bill 4465, and Senate Bills 373 and 620 amend the Penal Code to prohibit a
person in this state from engaging in or providing any equipment for computer-assisted
shooting with a firearm, bow or a crossbow, and establish misdemeanor penalties
for computer-assisted shooting violations.
SUMMARY OF ARGUMENTS
Pro
Without knowing the
technological capabilities, safety factors related to discharging a firearm via
the Internet from a remote location presents a concern.
|
|
Con
Computer-assisted
shooting could provide an opportunity for some severely disabled hunters to
participate in taking a live animal.
